Two months after the deadly shootings at Sandy Hook, the gun-control conversation in Pennsylvania resembles nothing so much as the stereotypical American tourist abroad: the one who hopes the louder he shouts, the better he’ll be understood.
On one side are the control-advocates who are looking for what could be politically impossible: a ban on assault-style weapons. On the other, Second Amendment supporters unwilling to give any quarter for fear of the day that the North Koreans finally learn to shoot straight and are found marching down Madison Avenue.

But with his 2013-2014 budget proposal, Gov. Tom Corbett – who says vigorous enforcement of existing laws are the key to reducing gun violence – has actually set the stage for a serious conversation about gun control…
